This report (25 pages) provides new insights into the governance system of the United League of Arakan/Arakan Army (ULA/AA), its current capacity, structures, and mechanisms but also challenges. Drawing on interviews with senior officials from the ULA/AA and heads of some of its departments, the report provides recommendations to the ULA/AA on how to develop and improve their governance systems, and to international organizations, national organizations, and foreign governments on how they can assist the ULA/AA in this process.
