Governing Authorities

Since the top-down approach to political reform in Burma has so far proven ineffective, SGPA adopts a bottom-up approach instead. By providing technical assistance to Burma’s ethnic resistance organizations (EROs) and enhancing the capacities of their existing administrations, SGPA hopes to reinforce the establishment of responsive and efficient local governments that cater to the specific needs of their communities.

SGPA’s In-Service Executive Program in Governance and Public Administration is a two-week-long, immersive and tailored program for mid-level and senior administrators of EROs that emphasizes analyzing and solving practical problems these administrators face in their day-to-day work lives. The program also provides current and future leaders with a deeper understanding of governance principles and practices such as accountability, ethics, the rule of law, transparency and the role of government in society. The pilot version of this program was delivered in 2022 to help enhance the competency of the senior administrators - and thereby the quality of governance and public administration - in Kawthoolei.
 



Over the course of two weeks, the program concentrates on three key areas: effective leadership during periods of political uncertainty, governance within the context of a federal democratic system and the management of public services in regions grappling with ongoing armed conflicts.

Governance and Administrative
Handbook

In collaboration with the Governance Capacity Strengthening Committee of the Karen National Union (KNU), SGPA is helping to develop a Kawthoolei Governance and Administrative Handbook. The handbook will offer a comprehensive overview and framework delineating organizational responsibilities, the legal and ethical environment, and essential knowledge for personnel working at all levels. The handbook will be used primarily by staff within and under township and district administrative offices and at all levels of the line departments. The handbook contains ample references to the KNU Constitution, Basic Policy and other core guiding documents, and also draws on international best practices in the planning and implementation of policies and public works.

The objectives of this handbook are as follows:

 

  • Enhance public service delivery in KNU areas and contribute to the fortification of the KNU's governance system;

  • Ensure that all KNU public administrators comprehend the fundamental legal, policy and organizational principles guiding their work;

  • Establish uniformity across various districts and townships, facilitating the seamless implementation of policies;

  • Provide a structured orientation and induction framework to expedite the assimilation of key principles and policies for new staff; and

  • Accompany the systematic training of public administrators at every level, ensuring that the handbook and training materials complement each other to maintain consistency in core principles.
