Message from the Dean

What makes our Diploma in Public Administration program unique? 
​
First of all, it is our students. Hailing from all corners of Burma and its borderlands, our students represent both the country’s majority, minority as well as double minority ethnic groups. We don’t limit our program participants by age—they can be in their early 20s or late 40s—as long as they are actively involved in their respective fields and areas. For instance, some of them are currently engaged in ethnic resistance organizations, political parties, branches of the democratic government, the civil society, non-governmental organizations or as freelancers. Importantly—every year, we make sure our classroom is gender-balanced and that it is filled with students with a common desire to serve their people, communities and territories in the future federal democratic union of Burma.

Second, it is our Instructors and the intellectual diversity they bring along with them. Our faculty includes local and international experts, male and female, with PhD and Master degrees from major teaching and research universities across the world. Their respective backgrounds in politics, public policy, law and economics enable our students to learn about and analyze Burma’s governance and public administration issues from multiple perspectives. At the same time, their personal and professional experiences within and around Burma ensure that their teaching is both context-appropriate and culturally sensitive.

Finally, it is our team that works hard on providing high-quality education while staying responsive to our students’ needs. Every term and every academic year, we collect student feedback and review it systematically in order to continuously improve. We also regularly meet our students in so-called Student Support Sessions to obtain an even better grasp of their experiences and struggles. This way, our team aims to strike a good balance between being understanding of the challenges our students face while attending the program on the one hand, and placing high expectations and rigorous requirements on them during their learning process on the other hand. 

It is the unique combination of our students, Instructors and program team that results in a dynamic learning environment, cultivating diverse and professional public administrators ready to lead and manage government institutions with integrity, inclusivity and effectiveness.

Radka Antalíková, PhD, is the Dean of the School of Governance and Public Administration (SGPA). Previously, Radka worked as Lead Researcher for Thabyay Education Foundation in Yangon, and as an instructor at the Global Border Studies program in Nu Po Refugee Camp on the Thai-Burma border. Before coming to Southeast Asia, Radka was teaching and supervising research projects at Aalborg University in Denmark. Radka holds a Master Degree in Psychology from Comenius University, Slovakia, and a PhD Degree in Cross-Cultural Psychology from Aalborg University, Denmark.  

Diploma in Public Administration

Diploma in Public Administration is a six-month-long diploma program preparing and inspiring mid-career professionals from diverse backgrounds to serve in public offices of the future federal democratic union.

In order to be accepted to the program, potential participants have to fulfill the following requirements:

Three to five years of experience in community/public management work;

Pre-intermediate English level for writing and communication;

3

Bachelor’s degree preferred (equivalent qualifications from ethnic education providers accepted)

Demonstrated academic potential and commitment to serve the country (in the future), especially in the public sector.

In the 2024 academic year, the program offered eight courses in governance, federalism, public administration and public policy, whose specific learning objectives have been designed to support the overall learning outcomes of the program.

At SGPA, gender plays a vital role in shaping the demographic composition of a Diploma in Public Administration. In the admission cycle of 2024, a total of 63 students were welcomed into the program. Gender distribution within this cohort reflected a balanced representation, with 48% identifying as female, 49% as male, and 3% falling under other gender identities.

In the end, 53 young professionals from across the country managed to successfully navigate the requirements of the program. This achievement not only highlights the dedication and perseverance of the graduates but also underscores the program's commitment to fostering an atmosphere conducive to academic growth and success.
